Territorial management of resource and food supplies: «Gardens of victory» in Ukraine

Abstract

The purpose of the article is to study the components of local and regional development mechanisms in the direction of ensuring food security in Ukraine under martial law.

The scientific novelty lies in the substantiation of the content and conceptual approaches to the development in the martial law of local government resources in the field of food security and the implementation of the project «Victory Gardens» in Ukraine.

Conclusions. Russia's military aggression in Ukraine has posed a threat to food security in Ukraine and around the world. The «Victory Gardens» initiative has been launched by the government to provide advice to local communities and households on efficient horticulture, storage and processing, aimed at efficient use of available land and allocation of resources to agricultural production to prevent the food crisis in Ukraine. Its implementation will contribute to the formation of strategic and tactical food reserves of Ukraine for several years.

Local authorities should be actively involved in the program, find all necessary mechanisms to stimulate such work, develop action plans for self-sufficiency in basic foodstuffs, which will determine the assessment of local community needs in food, accounting for available land, collecting needs of households in need, etc. Relevant programs can be approved and financed by the local community from the local budget.

The government's initiative deserves widespread support and requires the development of legislative proposals for the use of local budgets and the purchase of necessary materials and equipment. It needs maximum decentralization and is a powerful mechanism of public administration in the field of food security in Ukraine during the war.
