Analysis of legislative norms of introduction of the dual form of higher education in Ukraine

Abstract

The purpose of the article is to analyze the current state of legislative support for the introduction of the dual form of higher education in Ukraine as an important component of training highly qualified specialists of the new formation.

Scientific novelty. The article analyzes and systematizes the current legislative provision governing the introduction of a dual form of higher education in Ukraine. The main normative legal acts are considered, as well as the key elements of the Concept of training specialists in the dual form of education in Ukraine. Measures are proposed to stimulate the introduction of a dual form of education in all institutions of higher education in Ukraine.

Conclusions. The study found that the dual form of education is a modern and promising form of education. The formation of the legal framework for the introduction of a dual form of education is an important component at the present stage of its implementation and will create a basis for training highly qualified professionals who will meet the requirements of employers and will be in demand in the labor market. Consistent implementation of all stages of the Concept of training specialists in the dual form of education in Ukraine, as well as the pilot project in institutions of professional higher and higher education will have a positive impact on the quality of training of specialists of the new formation. In the future, the introduction of the dual form of education should be carried out in all institutions of higher education in Ukraine. At the state level, it is necessary to analyze in detail the foreign experience of legislative provision of the dual form of education in order to introduce the best world practices into domestic legislation. Adoption of the Strategy for the Development of Higher Education in Ukraine for 2021–2031 allow improve the quality of educational services, increase the prestige of teaching, will help reduce the outflow of talented students and teachers to foreign higher education institutions, as well as ensuring the influx of foreign applicants for higher education for studying in Ukraine, etc.
