Organizational and legal basis of strategic planning in the field of development of Ukrainian regions

Abstract

The article reveals the organizational and legal principles of strategic planning of regional development in the current conditions of further reform of the public administration system in Ukraine and decentralization of power.
The purpose of the article is to substantiate the organizational and legal principles and components of the mechanisms of strategic planning and theoretical definition of laws and patterns in the context of regional development in Ukraine.
The scientific novelty lies in the theoretical substantiation of the content and conceptual approaches to the process of formation of strategic planning in the field of regional development in Ukraine.
Conclusions. It is established that strategic planning should be understood as a special type of planning activity, which consists in the development of strategic decisions (in the form of forecasts, projects, programs and plans), which provide for such goals, objectives and strategies for regional development. long-term and rapid adaptation to ever-changing environmental conditions.
It was found that strategic planning as a function of management is an attempt to take into account in advance, if possible, all internal and external factors that provide favorable conditions for the proper functioning and development of the object of management. Planning is the determination of the parameters of the management process based on the comparison of information about the needs of the environment in the results of activities and its capabilities, taking into account the development of the entity, aimed at achieving the goal of the system, and the plan is a quantitative reflection of goals achievement.
The objective nature of strategic planning as part of public administration in developed countries, the work of domestic and foreign scholars on the problems of strategic management of regional development, found that the optimal combination of strategic planning and public management - a real way to develop socio-economic potential.
The results of the study show that in the process of improving the system of strategic planning at the public level it would be advisable to optimize state target programs, move from tactical situational planning to strategic planning, which allows to expand planning horizons, comprehensively address public administration. It is due to the skillful combination of these factors of reforming the system of strategic planning of regional development in public administration that the main goal can be achieved - the creation of effective and realistic strategic development programs of the state and individual regions.
