Implementation public administration mechanisms of water resources on management integrated principles

Abstract

The purpose of the article is to identify and implement the mechanisms of state water resources management based on the Ukraine with the EU common policy, which built on the principles of integrated water resources management.

Scientific novelty is to improve the scientific approaches to implement the mechanisms of state water resources management based on the Ukraine with the EU common policy on the principles of integrated management, namely: basin management, inter-sectoral and vertical coordination of water resources management, transparency and public participation, ensuring the sustainable use of water resources, including the protection of ecosystems, the financial stability of water resources management and the use of economic instruments that are internationally recognized and embodied in the relevant EU legislation, in particular the EU Water Framework Directive and the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes and its Protocol on Water and Health, as well as in the guidance provided to the Organization of the Economic Cooperation and Development (OECD) will transform these principles into effective policy tools.

Conclusions. The international framework for promoting development, including the EU Water Framework Directive and the ECE Water Convention, play an important role in promoting the transition to the principles of integrated water resources management.

So while the work on the implementation of integrated water resources management has begun, much needs to be done in establishing legal and institutional mechanisms for basin management and transforming into their practice integrated management of water resources. The need for coordination between the various sectors on the use of water resources should be reflected in national legislation. Horizontal coordinating bodies and mechanisms, as a rule, are part of national legislation; however, their effective functioning remains a problem. At the same time, achieving institutional stability is one of the prerequisites for achieving fruitful vertical and horizontal coordination, ensuring the continuity of reforms, financial stability and adequate human resources for this. Public participation and stakeholder involvement in the water management decision-making process remain a challenge, but access to water information is generally better organized. Participation of the public in the management of water resources is provided for in national legislation. However, rules that establish practical procedures for public participation are largely absent. The protection of water ecosystems and the protection of water quality are weak. To protect the ecosystems of rivers, it is necessary to ensure a minimum ecological flow. In semi-arid areas, observing the minimum flow remains difficult. Water quality monitoring systems are not sufficiently funded and new industries, such as ecosystem and biological monitoring, need to be introduced. Economic instruments (including mining charges, pollution charges, and water utility tariffs) can stimulate the efficient use of water and help to emit water where it is most valuable to the community, which contributes to (green) growth. Thus, they can reduce the need to increase offers and invest in new infrastructure. They can also generate revenue for service providers. Although such instruments are generally referred to in the national legislation of the countries, they will only be implemented if properly designed and effectively implemented. This requires strengthening the ability to monitor water use and adhere to water regulation policies. Accessibility issues are a serious problem in all countries. It is better to solve them through targeted social activities than through cheap water for everyone.

It is better to understand and apply the principles of integrated water management gradually, and to expand horizontal co-operation through regular discussions between the parties to develop and improve national water policy as well as cross-border water cooperation.
